Chandra Edara, Managing Partner
Chandra V. Edara is a software professional with over 20 years of experience in the federal government, state, and private sectors. He cofounded BPAS with William Njie to provide business automation solutions to the Federal Government and brings in a wealth of executive experience within the government IT Services sector. He is currently the Managing Partner at BPAS and is responsible for development and execution of BPAS’s growth strategy, including market capture and business development, as well as oversight of all company operations.
Mr. Edara currently supports federal contracts as a program manager and subject matter expert on projects for the FAA such as electronic Contract Enterprise Reporting Tool (eCERT), electronic Enterprise Management Reporting Tool (eEMRT), Operations Review Board (ORB) and Contract Management Information System (CMIS). He has previously supported projects such as Federal Telecom Acquisitions, Commercial Space Satellites and Messaging, as well as other systems engineering contracts.
Mr. Edara graduated with a Bachelor of Science in Engineering and has also earned Master's of Science degrees in Engineering and Computer Science from the University of Louisiana with dissertation in the areas of smart machines, optimal 3-D trajectory generation, adoptive intelligent algorithms, error correction modeling, and computer vision accompanied with conference publications. He is also a General Aviation Pilot with over 35 hours of flight time and an active member of several nonprofit organizations including Air Traffic Control Association (ATCA).
Lee Hingle, Executive Vice President of Operations
Lee Hingle is the Executive Vice President for Operations at BPAS where he oversees contract financial and performance reporting. Additionally, he serves as the program manager for several contracts.
With over 20 years of management and acquisition experience, Mr. Hingle is the program manager for the FAA contract on the FAA’s Facility Security Risk Management (FSRM) and Mobile Asset Management Programs (MAMP). He has also provided program management support on other FAA projects including Telecommunication Security, the Voice Telephone Switch (VTS), and the Secure Logic Telecommunication Security system.
Prior to his support of the FAA, Mr. Hingle was a Commander in the United States Navy, where he served as a Professor at the Department of Defense’s Defense Systems Management College (DSMC), providing acquisition and program management training to DoD and civilian acquisition professionals. Prior to his service as a DSMC professor, he served as a Naval Aviator where he was designated as an Aircraft Mission Commander and an instrument, flight, and ground school instructor and check pilot.
A graduate of the United States Naval Academy, he earned a Bachelor of Science degree in Operations Analysis. He has also earned a Master’s of Science degree in Telecommunications Systems Management from the Naval Postgraduate School. Mr. Hingle is a Certified Project Management Professional (PMP) and has completed professional development coursework such as the Navy’s Aviation Safety Course and the Program Manager’s Course at the DSMC.
Vaynu Osuri, Vice President of Engineering
Vaynu Osuri has more than 18 years of experience in communication systems, system engineering and software engineering. Osuri is the Vice President of Engineering at BPAS where he has been for more than 8 years and has served in several systems engineering and data management roles giving him a unique perspective and understanding of BPAS and its customers. He also provides support services to the Federal Aviation Administration’s (FAA) management services (AJG), service unit.
Mr. Osuri has supported the FAA with research, design, and development of their NextGen Air Traffic systems such as System Wide Information Management (SWIM), DataComm, and National Airspace System Voice Switch (NVS). Previously, Mr. Osuri has supported FAA’s air traffic systems such as Enroute Automation Modernization (ERAM) and Standard Terminal Automation Replacement Systems (STARS), weather systems such as surface weather observation systems (ASOS/AWOS) and navigation systems automated dependent surveillance (ADS-B).
Mr. Osuri graduated with a Bachelor of Science degree in Computer Science and Mathematics, has a Master’s of Science degree in Electrical Engineering from George Washington University (GWU), and another Master’s of Science degree in Systems Engineering and Management from the Massachusetts Institute of Technology (MIT). Mr. Osuri is also a Certified Project Management Professional (PMP) and is trained in Capabilities Maturity Model Integration (CMMI) process model.
Nicole St.Cyr, Vice President of Operations
Nicole St.Cyr is a business professional with over 9 years of experience in program management, financial analysis/management, governmental budgeting and accounting, software support, and communications. She is the Vice President of Operations for BPAS and continues to utilize her experience and work closely with customers to provide guidance, project management support, and financial expertise.
She serves as program manager and task lead on BPAS’s software development projects for the FAA such as the electronic Contract Enterprise Reporting Tool (eCERT) and the electronic Enterprise Management Reporting Tool (eEMRT). She has previously worked on software projects for FAA Environmental and Occupational Safety and Health (EOSH) and Staffing Workbook (SWB) while at BPAS. Prior to BPAS, she worked in the Department of Labor Office of the Chief Financial Officer and other financial and budget contracts for the Federal government.
Ms. St.Cyr graduated from The Ohio State University with a Bachelor of Science in Business Administration. She has enhanced her skill set by becoming a Certified Project Management Professional (PMP) and receiving training in Capabilities Maturity Model Integration (CMMI).
